Expanding the tax base, making it usable, and lowering the cost of identification and collection, are characteristics of this tax. Its improper implementation may cause some negative consequences. Because in the production process, this tax is received from economic actors and then reimbursed to them, the difference remains with the government and some activists for a long time, which can harm some activists, especially in times of recession. Issue of ownership of received VAT and capturing in it, in the stages before the final consumption are vague. This kind of tax is accompanied by tax discrimination and transfer of the tax burden and deepens their recession. This tax is not fully compatible with initial rulings of Islamic principles which do not establish any duty on consumption. Another challenge is the non-difference in tax rates for essential and non-essential goods. This paper describes in a descriptive-analytical way and with a practical approach, the concept of VAT, the chain of its receipt, the types of taxpayers in terms of benefits and disadvantages, its executive challenges, and its incompatibility with Islamic taxation. Answering the question of the main challenges of VAT and its compatibility with Islamic finance, this paper proposes the hypothesis that VAT is not fully compatible with Islamic finance and that its major challenges are enforceable and its proper implementation provides some infrastructures and little legal reforms can make it more effective and more compatible with Islamic finance.}, keywords = {Tax,VAT,Islamic tax,Consumption Tax}, title_fa = {بررسی چالش‌های اجرایی مالیات بر ارزش افزوده (VAT) و ناهماهنگی آن با مبانی مالیات اسلامی}, abstract_fa = {VAT برای شفاف‌سازی اقتصاد بر مصرف‌کننده نهایی وضع شده است و اجرای درست آن می‌تواند بخشی از اهداف تخصیص، بازتوزیع و تأمین منابع مالی دولت را محقق کند. گسترده‌ بودن پایه مالیاتی، مصرفی بودن آن، و پایین بودن هزینه شناسایی و وصول، از ویژگی‌های این مالیات است. اجرای نادرست آن با پیامدهای منفی همراه است. ازآنجاکه در فرایند تولید، این مالیات، از فعالان اقتصادی دریافت و سپس به آنان بازپرداخت می‌شود، مابه‌التفاوت، مدت‌ها نزد دولت و برخی فعالان می‌ماند که به‌ویژه در شرایط رکودی می‌تواند به عده‌ای از فعالان آسیب برساند. مسئله مالکیت مالیات گرفته شده و تصرف در آن، در مراحل قبل از مصرف نهایی مبهم است. VAT در برخی فعالیت‌ها با تبعیض و انتقال بار مالیاتی همراه است و رکود آنها را تعمیق می‌کند. VAT با احکام اولیه مالیه اسلامی تطابق کامل ندارد که مالیات بر مصرف وضع نکرده است. چالش دیگر، تفاوت نداشتن نرخ مالیات کالاهای ضروری و غیرضروری است. این مقاله با روش تحلیلی توصیفی و با رویکردی کاربردی، مفهوم VAT، زنجیره دریافت آن، اقسام مؤدیان آن از حیث نفع و ضرر، چالش‌های اجرایی و ناسازگاری آن با احکام اولیه مالیه اسلامی را تبیین و در پاسخ به پرسش از چالش‌های اصلی VAT و ناسازگاری آن با احکام اولیه مالیه اسلامی، این فرضیه را مطرح می‌‌کند که این مالیات با احکام اولیه مالیه اسلامی تطابق کامل ندارد و عمده چالش‌های آن، اجرایی است و اجرای درست، فراهم ‌آوردن برخی زیرساخت‌ها و اصلاحات قانونی اندک می‌تواند آن را کاراتر و با مالیه اسلامی سازگارتر کند.}, keywords_fa = {مالیات,مالیات بر ارزش افزوده,مالیات اسلامی,مالیات بر مصرف}, url = {https://iee.rihu.ac.ir/article_1704.html}, eprint = {https://iee.rihu.ac.ir/article_1704_0a62912fefca85bb19a2b637774bbfe5.pdf} }
