The subject of what and how to choose in the last two centuries in the humanities, and especially in economics, has an expanding scope and has affected more areas of social knowledge. In economics, the concept of scarcity has accepted the most impact by the How to define choice. The overall structure and content of the economy in its new intellectual system is completely dependent on the definition of the concept of choice. In other branches of human sciences, concepts such as control of choice and regulation of human behavior have received more and more attention from scientists. This article, after discussing the meaning of choice in conventional economy and its consequent scarcity, examines the meaning of choice in Islamic economy and its impact on the concept of scarcity with the method of document analysis using the content analysis method. The article concludes that human behavior in any intellectual system cannot be separated from the end and purpose of behavior. In the Islamic view, man and the world are created in the direction of perfection and closeness to God, and all the prerequisites and requirements for this movement are embedded in the system of creation. Selection and scarcity, in this context, have a different meaning from the meaning accepted in orthodox economics and in accordance with the view of caliphate and man's representation of God and his responsibility.
